Luke is a Senior Associate in the Mergers & Acquisitions practice in the Melbourne office, specialising in telecommunications, IP, IT and technology-related contracts. His experience includes working with both the public and private sector in advising on many aspects of ICT regulation and in negotiating and drafting complex telecommunications and technology-related contracts.

In addition to working on numerous matters related to AI, Luke was involved in preparing KWM’s submission in response to the Cth’s “Safe and responsible AI in Australia” discussion paper, has contributed to numerous KWM publications on AI and continues to be involved in KWM’s efforts to monitor domestic and international legal developments relating to AI. 

Luke is also an amateur coder with experience with large language models and diffusion based image generators. He is currently working with the KWM’s innovation team in exploring the potential and limitations of LLMs in the context of legal services.

Relevant experience:

  • Large language Models: advising a major global social media platform on Australian copyright law issues relating to generative AI models, including LLMs and diffusion based image generators.
  • Diffusion Models: advising a digital creative platform on arrangements relating to developing diffusion based image generators and on contractual arrangements with IP owners.
  • AI Use Policies: advising a number of entities (including Telstra, Campari and Vesparum) on the development of internal AI policies.
  • Cloud AI Services: negotiating agreements relating to cloud computing products and services for a global cloud computing provider, including negotiating IP terms relating to machine learning products.
  • Search Engines: advising a digital platform on copyright, privacy and other legal issues relating to search engines and web-crawling.
  • XR platforms: advising a major global social media platform on legal risks relating to XR platforms and products.
  • ICT and Privacy Advice: advising Telstra Corporation Limited and a global cloud computing provider on numerous regulatory issues relating to the telecommunications, interception, privacy and related issues.
  • Telstra Digitisation Project: advising on and negotiating consultancy agreement for Telstra’s company-wide digitisation project.
  • Telstra NBN Agreements: advising on implementation of, and negotiating amendments to, Telstra’s $11 billion definitive agreements with NBN Co to move to a multi-technology model, and further agreements for Telstra to provide construction and construction management services to nbn and for the incorporation of FTTC technology into the nbn rollout.
  • Tonga’s Telecommunications Reforms: Advising the Ministry of Information & Communications of Tonga on reforms to the regulatory framework affecting telecommunications and the ICT industry, including consulting on, and preparing drafts of, keys pieces of telecommunications legislation (which resulted in the Communications Act 2015 and Communications Commission Act 2015).
