Jess has experience in large-scale digital infrastructure projects, long-term agreements for access to digital infrastructure (wholesale and retail), complex services agreements and M&A of digital infrastructure assets.
Alongside her transactional practice, Jess is also an expert in telecommunications law and policy in Australia. Jess regularly advises clients on the Telecommunications Act, the facilities access regime and its related legislation and policy.
Jess has consistently been recognised as a “Next Generation Lawyer” and “Rising Star” in IT And Telecoms in the Legal 500.
Highlights
- Jess has acted for Telstra on a range of strategic transactions over a number of years. This includes acting on: (1) the current restructure of Telstra, described by the CEO as the most significant restructure of its business since privatisation, (2) a major infrastructure project to build and manage the ground infrastructure and fibre network in Australia for global satellite company Viasat (3) the arrangements between Telstra and the Tasmanian Government for Telstra to rollout a $567m radio network and (4) the arrangements between Telstra and nbn as part of the rollout of the National Broadband Network.
- Jess acted for Telstra on the restructure and sell-down of a 49% interest of Telstra’s towers business (Amplitel) to a consortium of investors for $2.8 billion. Amplitel is the largest mobile tower infrastructure provider in Australia valued at $5.9 billion, with an asset portfolio of over 8,000 towers. Jess advised Telstra on how to establish Amplitel, managed the due diligence and RFI processes and negotiated the long term tower access agreement between Telstra and Amplitel.
- Jess advised and negotiated arrangements for the Commonwealth government as part of a sensitive and critical government procurement project.
