Bill's areas of practice include legal and tax compliance, tax dispute resolution, transfer pricing, and private wealth management.
His professional experience of over 23 years in Chinese taxation and his comprehensive knowledge and experience on legal and finance enable him to offer integrative solution from perspectives of commercial, legal and tax.
In tax consulting, Bill advises on share structure and transactional arrangement for all kinds of transactions, including private equity investment, outbound investment, FDI, domestic and cross-border M&A and reorganization, etc. In terms of tax compliance, Bill helpes enterprises establish a comprehensive tax compliance system, and assists a number of well-known domestic telecom companies, consumer goods companies and healthcare companies in establishing and improving their compliance system. In the field of dispute resolution, Bill has handled many major tax-related investigations, administrative reviews, administrative and criminal lawsuits and arbitrations on behalf of clients or as an expert witness in taxation. He also serves as an external think tank for tax authorities in their disputes with taxpayers. In terms of transfer pricing, Bill has advised transfer pricing planning for all kinds of related party transactions, and assisted with application of bilateral advanced pricing arrangements (APA), and transfer pricing investigation and defenses on behalf of taxpayers. For private wealth management and individual income tax planning, Bill helps high-net-worth individuals and founders of enterprises plan and manage their wealth from the perspectives of individual and corporate income taxes, taking CRS and finance management into consideration. In addition, Bill has extensive experience in employee stock ownership plan (ESOP) or in other means of employee incentive plans. He is also recognized as an experienced legal practitioner in cross-border M&A deals.
With solid professional skills and abundant project experience for years, Bill is especially adept at providing innovative, comprehensive and yet workable solutions for new and complex matters. Bill serves a broad industry of clients, including TMT, manufacture, retail, FMCG, finance, real estate, healthcare, entertainment, etc.
Since 2016 Bill has been continuously ranked as “First class lawyer” and “Specially Recommended Lawyer” in Tax (PRC) by the Legal 500 and Asia Pacific Chambers. Since 2017, Bill has been continuously named as “Best Tax Lawyer of the Year" by China Law and Practice.
Work experience
Prior to joining King & Wood Mallesons in 2014, Bill worked at Deloitte Shanghai as a tax partner focusing on tax controversy and transfer pricing, and led the national tax technical center of eastern China region. He also worked in Deloitte Atlanta office in U.S. for two years advising primarily in international tax and transfer pricing matters.
Bill graduates from Xiamen University with an international law degree. Bill has the professional qualification of CICPA (Certified Public Accountants) in China,and holds the PRC BAR.
Bill is the director of the Financial and Tax Law Research Association of the China Law Association and the director of the Finance and Tax Law Research Association of the Shanghai Municipal Law Society. He acts as an external tutor in several prestigious universities, and is active in academic circles. He frequently writes articles to share his opinions on taxation legislation and complicated cases, and raises suggestions to taxpayers and policy makers.
