Dr Scott Farrell has more than 25 years’ experience in advising market participants, startups, financial markets, clearing and payment systems, industry bodies regulators and governments in Australia and the Indo-Pacific in financial markets, financial systems and financial technology law and regulation.  Scott and his team are at the leading edge of the development of legal architecture for the implementation of financial technology solutions, including data-sharing frameworks, blockchain, cryptoassets, sovereign digital currencies, smart contracts and digital identity frameworks. Scott's team is also Australia's foremost team of derivatives and financial market infrastructure lawyers, acting as counsel to global industry bodies (including ISDA and ICMA) in relation to derivatives and financial market transactions, collateral, netting and regulation.

Scott has given many years of service to the public and private sector in advising on and guiding regulatory and legal development in the financial market and system landscape. Scott has chaired the Australian Government’s FinTech Advisory Group, been a member of its Ministerial Advisory Council on Free Trade Agreement negotiations and is on the Australian Government’s advisory board for innovation, research and science matters.  Scott led the two inquiries for the Australian Government which designed, and developed, the framework for open banking and Australia’s Consumer Data Right and chaired the review into the regulatory architecture of Australia’s payments system. Recently, Scott was appointed to the Payments System Board of the Reserve Bank of Australia.  Scott was awarded his doctorate for research into the legal structure of data sharing frameworks and the relationship between money, payments and data and is an Adjunct Professor in the School of Private and Commercial Law, UNSW Sydney.
