Dai Menghao specialises in export control and sanctions, customs and trade compliance, cross-border investment and M&A, and trade remedies.
With over a decade of dedicated involvement in the field of trade law, he has amassed extensive experience advising well-known multinational companies and major state-owned enterprises across diverse industries, including semiconductor, automobile, aviation, ICTS, biopharmaceuticals, and chemicals.
Mr. Dai provides high-quality services and solutions in areas of export control and economic sanctions, global supply chain planning and structuring, customs and import/export regulation, and trade remedies. His expertise covers specific business risk assessments, ECCN classification, license applications, trade compliance due diligence, responses to compliance reviews from both Chinese and overseas trade regulators, overseas trade structuring, and supply chain layouts.
Some of his work highlights include:
- Assisted companies in communicating and coordinating with Chinese and foreign regulators (PRC Customs, MOFCOM, U.S. Department of Commerce, U.S. Department of the Treasury, U.S. Department of Homeland Security, among others) on matters such as license applications, voluntary disclosures, audits and administrative investigations, and removal from relevant lists, obtaining positive responses for clients;
- Assisted a well-known foreign semiconductor company in securing Validated End-User (VEU) authorisation from the Bureau of Industry and Security (BIS);
- Assisted a Chinese company in identifying key concerns for review by the Committee on Foreign Investment in the United States (CFIUS) and perfecting relevant internal control system documents; coordinated with U.S. counsel to secure CFIUS clearance for client’s acquisition of a U.S. chemical enterprise.
Work experience
Mr. Dai joined King & Wood Mallesons (KWM) in 2018. Prior to joining KWM, he worked for a reputable PRC law firm and a top tier international consulting firm for years.
He received a Bachelor of Science degree and an LLM from Fudan University.
Mr. Dai is a licensed PRC lawyer and a qualified PRC patent agent.
His working languages are Chinese and English.
