Larissa has extensive International and Domestic experience in the development, construction and procurement of large scale infrastructure and property development projects. She has worked on projects across a number of sectors with a particular focus on rail and road infrastructure, energy infrastructure and commercial developments. The projects Larissa is involved with are often highly complex and innovative.

Larissa has developed the “Methodology for Major Projects” as a playbook for how infrastructure providers can deliver major projects successfully on time and on budget.

Clients seek out Larissa as she develops commercial approaches to advising clients, drafting and negotiating documents and evaluates the commercial outcomes of a deal.

Larissa's work highlights include:

  • Parramatta Light Rail Stage 1 – TfNSW: on whole of project for project development, implementation and delivery including legal services for the EOI, RFP and a novel interactive tender process between the infrastructure contractor and the operator, implementation of the third party strategy, development of, managing and coordinating the drafting of project documentation including enabling works and early works contracts, Infrastructure D&C Contract, Services O&M Contract, independent certifier deed and other related documents and continuing advice during project delivery.
  • Parramatta Light Rail Stage 2 – TfNSW: key adviser on the delivery structuring and business case, EOI, RFP for the enabling works program for PLR Stage 2.
  • Inland Rail Project: on ARTC’s project through NSW and VIC.
  • Country Rail Network: key adviser to the network operator on the operating concession and adviser on all network delivery and operational matters including arrangements with rolling stock operators, stakeholders including other rail agencies and interfacing network operators, development of major projects and various rail safety matters.
  • Australian Rail Track Corporation: key adviser on network delivery and operational matters including land arrangements with Transport for NSW, value capture and development of rail corridor, development of major projects along the rail corridor.
  • Transurban - M7-M12 Integration Project: on the USP to TfNSW on the expansion of the M7 Motorway.
  • TfNSW - Newell Highway: on the contract re-set of the D&C Contract for the Newell Highway renewal, providing strategic advise and negotiating a complex and bespoke re-set arrangement.  
  • TfNSW – Atlassian Development: providing strategic advice, structuring, advising and negotiating complex and bespoke arrangements between TfNSW, Dexus, Atlassian for the development of the new Atlassian HQ at Central Station, Sydney.
  • NEOM Roads, Rail, Ports and Airport, Saudi Arabia - NEOM: on the establishment and development of NEOM Roads, Rail, Ports and Airport in Saudi Arabia including benchmarking best international practice.
  • Department of Education and Lands Precinct – Pontiac Land Group: on the $950m redevelopment of the historic Sandstone Buildings in Sydney, providing strategic advice on, structuring and negotiating complex and bespoke arrangements between Property NSW and Pontiac for the development of the Precinct including the Project Development Agreement, early and enabling works arrangements, the bespoke ECI and managing contractor arrangements for the Lands Building and the D&C arrangements, side deeds and IC arrangements for the Education Building and continuous project support and advice on all aspects of the development. Larissa continues to advise as this Precinct moves into operations as the first Capella Hotel in Australia.
  • Walker (Developer and Investor) - Western Sydney University – Bankstown Education Precinct: providing strategic advice, structuring, advising and negotiating complex and bespoke arrangements between Bankstown City Council, Western Sydney University and Walker for the development of a new WSU Bankstown campus including the Project Development Agreement, sell down arrangements, side deeds, construction documentation and financier arrangements.
