Mr. Xiao has extensive experience in advising some of the world's leading companies in the telecommunications and technology sector on a variety of PRC regulatory and compliance matters, including the establishment and operation of Internet-based businesses and services, digital content licensing and distribution, technology development, data transfer and storage, standard-setting, warranty and consumer protection etc. His clients value his legal expertise and ability to deliver pragmatic advice and strategically manage a broad range of matters involving cutting-edge technology projects.

Mr. Xiao also has deep experience in the area of international trade. Mr. Xiao has over 22 years of experience in representing multinational companies from the U.S., the E.U., and Japan responding to dozens of antidumping, countervailing, and safeguard proceedings, and has obtained outstanding results for his clients. Mr. Xiao has acted for the Chinese government in more than 30 dispute settlement proceedings before the World Trade Organization. He also regularly advises government agencies and companies on WTO-consistency issues with respect to PRC laws and policies. Mr. Xiao had also acted as chief legal advisor for the Ministry of Commerce of China in the Bilateral Investment Treaty negotiation between China and the United States in 2014 through 2016.

Work Experience

Prior to Mr. Xiao joining the firm in 2003, he worked at Beijing Jingtian & Gongcheng. He received his LL.B. and LL.M. from the University of International Business and Economics. 

Mr. Xiao was admitted as a Chinese lawyer in 1998. 

Mr. Xiao is native in Chinese and proficient in English.
