Sam Farrands is a projects specialist, with extensive experience advising developers, contractors, financiers and governments on major projects and privatisations throughout Asia.

Sam also has a reputation as an expert in public private partnerships (PPPs). He advised on every Hong Kong PPP in recent times. He drove Hong Kong's first PPP project, advising the successful consortium to build the new HKD2.3 billion international exhibition centre at Chek Lap Kok airport. He advised Dragages on its bid for the Kai Tak Sports Park and for another bidder to the West Kowloon Cultural District’s ACE PPP Project. Sam is also currently advising West Kowloon Cultural District Authority on the Artist Residence and Commercial Premises PPP. 

Sam has been recognized as Hall of Fame lawyer in Projects & Energy by Legal 500 Asia Pacific and Preeminent Front End Construction, Infrastructure & Project Lawyer by Doyles’ Guide. 

Dealing primarily in the infrastructure, hotels, energy, water and wastewater sectors, Sam has led landmark projects and privatisations in Africa, Hong Kong, India, Indonesia, Malaysia, Mongolia, Pakistan, the People's Republic of China, the Philippines, Taiwan and Thailand.

EXPERIENCE HIGHLIGHTS

  • West Kowloon Cultural District Authority PPP: advising on Artist Square Towers Public Private Partnership (PPP) project within the West Kowloon Cultural District (WKCD) in Hong Kong. The WKCD project marks one of the largest cultural projects in the world, blending art, education and open space.
  • Ocean Park Re-development: advising Ocean Park Corporation in respect of the tendering of three potential zones as integrated commercial retail, entertainment and leisure developments.
  • Kai Tak Sports Park PPP: advising Dragages and Bouygues Joint Venture on all aspects of the consortium’s bid including the tender documents, the DBO Contract, the consortium agreements, operating agreements, land issues and financing arrangements for the Kai Tak Sports Park Project.
  • Towngas: assisting one of Towngas' mainland subsidiaries in a consortium with other Chinese companies to procure LNG via a Southern China LNG terminal project, including advice on third party access arrangements.
  • Evernal Energy with all aspects of the development of a floating storage and regasification unit (FRSU) for LNG in Southern China; the project involves LNG procurement from Australia, Qatar and Indonesia.
  • Chinese Investor: advising the client in connection with its negotiations with the Ghana Ministry of Railways Development on the development of the Western Railway Line in Ghana
  • Asia World Expo PPP: advising Dragages on its successful tender for the new International Exhibition Centre at the Hong Kong International Airport. The contract, with the Government of the Hong Kong SAR and the Airport Authority, was to design, develop and operate for 25 years the HKD2.3 billion Exhibition Centre, Hong Kong's first major Public Private Partnership.
  • BP, BHP Billiton, Shell, Chevron, MIMI and Woodside members of the consortium of NorthWest Shelf developers: advising the consortium through Australia LNG Pty Ltd to successfully bid for the LNG supply contract to the Guangdong Terminal Project (PRC), an award winning deal valued at approximately USD13 billion. Work included advising on the tender processes in China, legal and commercial risk identification and allocation, project documentation in respect to the LNG supply and shipping arrangements, joint venture contracts, tax effective structuring and all aspects of Chinese law relevant to the project.
