Areas of Practice
Mr. Liu Cheng's main areas of practice include antitrust and competition law, cross-border M&A and corporate investment, and international trade.
Mr. Liu has more than 15 years working experience in antitrust and competition law since 2005. He regularly advises clients on Chinese antitrust and competition matters and has represented numerous multinational companies and Chinese companies in their merger filings at Chinese authority, including a number of high profile transactions. He also provided advice on antitrust compliance for the clients' business model, and delivered antitrust trainings. He also advised clients in dealing with antitrust investigations by the authorities. His experiences cover industries including internet, automobile, machinery, dairy, foods, chemical, energy, real estate, IT, trade, etc.
Mr. Liu has extensive experience in general corporate, M&A, commercial contracts and foreign investment. He has represented many companies with respect to their activities in China, including joint venture, M&A, fund investment, commercial transactions, etc., involving various sectors such as automobile, manufacturing, chemical industry, energy, electronics and internet. He has also provided legal services for many Chinese companies in their overseas investments.
Mr. Liu also has extensive experience in the area of international trade remedies. He has represented dozens of Chinese exporters and multinational companies in responding to the US, EU and Chinese antidumping, countervailing duty and safeguard investigations. He has assisted MOFCOM in several matters pertaining to antidumping, countervailing duty and other WTO-related legal issues.
In the past years, Mr. Liu has been recognized by many global famous legal media as one of the leading competition lawyers in China, such as IFLR 1000 (2013-2021), Global Competition Review and asialaw Profiles, and so on. He has been ranked as one of the highly recommended lawyers in both of Antitrust and Competition, and WTO/International Trade in China by The Legal 500 in its 2016 Asia Pacific rankings. In 2016, Mr. Liu has been ranked as a "Leading Individual" by Chambers Asia Pacific Guide. Cheng is also appointed as the competition law expert by Hubei Province Administration for Market Regulation.
Mr. Liu joined King & Wood Mallesons in 2010, prior to which he was a lead lawyer of the competition practice in DLA Piper’s Beijing office. Cheng has previously worked in-house as a Greater China Legal Counsel at BASF (China) Co., Ltd., where he was responsible for antitrust compliance, corporate and commercial matters among others. He also practiced at King & Spalding LLP’s Washington office and another PRC firm in Beijing.
Mr. Liu received LL.M. degrees from the University of International Business and Economics and New York University School of Law. He is admitted to both the PRC bar and New York State bar.
