Guo Huan mainly specialises in corporate compliance, M&A, and cross-border regulatory matters centered on export control and economic sanctions, customs, and foreign exchange management.
Ms. Guo serves as the legal consultant for the State Administration of Foreign Exchange, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), the State-owned Assets Supervision and Administration Commission of Sichuan Province, and hundreds of multinational corporations, listed companies, domestic and foreign head enterprises and large-scale organizations. As the project leader, Ms. Guo has undertaken many domestic and foreign investment and mergers and acquisitions, corporate restructuring, liquidation and reorganization projects of many enterprises, and has assisted many foreign enterprises in dealing with their investment in China and technology transfer and financing projects, and has provided legal advice on their investments, trade, overall operation planning and dispute resolution for various types of cooperation businesses.
In the field of domestic corporate compliance, Ms. Guo has participated in numerous projects and accumulated rich experience. As a core lawyer in the legal advisory team of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and provincial and municipal SASAC, Ms. Guo has been involved in legislative guidance work for many times, providing legal counsel and legal opinions for the relevant policies issued by SASAC. As the lead partner of the project, Ms. Guo has helped a number of state-owned enterprises and head private enterprises to complete the building of compliance management system and ISO certification, compliance inspection and investigation, compliance risk identification and assessment, emergency response to compliance issues, as well as anti-commercial bribery, labor management, and other special compliance management system establishment, ISO certification, and ESG ratings enhancement projects.
In the field of export control and economic sanctions, Ms. Guo has supported many enterprises in building internal control systems for export control compliance (ECP), cooperating with them in tracing the industry chain and establishing and improving the industry chain security management system, assisting them in conducting pre-transaction feasibility analyses and special due diligence investigations from the perspectives of export control and economic sanctions, setting up risk-screening procedures, and designing and implementing the relevant compliance processes, etc.
In the field of customs and foreign exchange management, Ms. Guo has been focusing on the construction of import and export compliance system and customs system, responding to customs inspections and administrative penalties, as well as handling foreign exchange management matters related to trade in goods and services under the current account, and investment and cross-border capital movement under the capital account in recent years, and has the excellent ability to provide comprehensive legal services in the field of cross-border compliance.
Ms. Guo has been recognized as a "Next Generation Partners" by The Legal 500 for five consecutive years (2020~2024), a "Rising Star Partner" by IFLR1000 for two consecutive years (2022~2023), and a "Controversy Star" in the area of government and regulatory by Benchmark Litigation for two consecutive years (2022~2023).

Ms. Guo also serves as an expert of the Export Control Compliance Committee of the China Chamber of Commerce for the Import and Export of Machinery and Electronic Products, Deputy Secretary General of the Center for Research on Transnational Sanctions and Export Controls of the Beijing Foreign Studies University, Researcher of the Institute of Customs and Foreign Exchange Law of Renmin University of China, Special Lecturer of the Graduate School of the China University of Political Science and Law, Lecturer of the Industry of China Customs Brokers Association, Special Expert of the Going Global Thinktank, etc.
