Guo Huan specialises in corporate compliance and cross-border supervision and administration with a focus on export control and economic sanctions, customs and foreign exchange administration.
Ms. Guo has extensive experience in compliance matters concerning domestic enterprises. As a core member of the legal consulting team for the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council and a provincial SASAC, she has provided legal consultation and opinions on relevant policies issued by SASAC. As the lead partner of relevant projects, she has advised state-owned enterprises (SOEs) and major private enterprises on a full spectrum of compliance aspects, including establishment of compliance management programs, certification of ISO, compliance inspection and investigation, compliance risk identification and assessment, emergency response to compliance issues, and establishment and improvement of anti-bribery, labour management and other specialised compliance programs, and upgrade of ISO certification and ESG rating.
In the area of export control and economic sanctions, Ms. Guo has helped enterprises establish an export compliance program (ECP), trace the source of supply chain, and establish and improve the safety management system of the supply chain. With extensive expertise in export control and economic sanctions, she has assisted enterprises with preliminary feasibility analysis and dedicated due diligence, establishment of risk screening mechanisms, and design and implementation of compliance processes, among others.
In the area of customs and foreign exchange administration, Ms. Guo provides comprehensive legal services on cross-border compliance, focusing particularly on the establishment of an export/import compliance system and customs system, the response to customs inspections and customs-related administrative penalty cases, and foreign exchange administration issues relating to trade on goods and services under current account and investment and cross-border capital movements under capital account.
Ms. Guo serves as the legal counsel for the State Administration of Foreign Exchange (SAFE), SASAC of the State Council, SASAC of Sichuan Province and dozens of multinational companies, listed companies, major domestic and foreign enterprises and large organisations, assisting these clients with the overall planning of investment, trade and financing business, day-to-day operation, dispute prevention, and other issues.
Ms. Guo has been recognised as one of the “Rising Stars” by The Legal 500 four years in a row (2020-2023), “Rising Star Partner” of 2022-2023 by IFLR1000, and “Litigation Star” of 2022 in the area of Government and Regulatory by Benchmark Litigation.
Work Experience
Ms. Guo graduated from Southwest University of Political Science and Law. She joined King & Wood Mallesons in 2008.
She is also an expert in the Export Control Compliance Committee of China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME), vice secretary general of the Cross-Border Sanctions and Export Control Research Centre of Beijing Foreign Studies University, researcher at the Institute of Customs and Foreign Exchange of Renmin University of China, special lecturer at China University of Political Science and Law, industry lecturer at China Customs Brokers Association (CCBA), and specially engaged expert at China Going Global Thinktank (CGGT).
