On 26 March 2023, the first physical intellectual property (IP) operation centre in the semiconductor sector in China was launched in Wuxi, Jiangsu province. The opening ceremonies of the KWM Yangtze River Delta (YRD) Intellectual Property Centre and the Wuxi office were held in Wuxi on the same day.
Lei Xiaoyun, Director General of the Intellectual Property Utilization Promotion Department of the China National Intellectual Property Administration (CNIPA), delivered a speech, and Du Xiaogang, Secretary of the CPC Wuxi Committee was present. Li Qiufeng, Member of the Standing Committee and Head of the Publicity Department of the CPC Wuxi Committee, and KWM Global Chairman Wang Junfeng delivered a speech, respectively. Shi Wei, Level II Bureau Rank Official of Intellectual Property Office of Jiangsu Province, Sun Haidong, secretary of the CPC Committee of Binhu District, Wuxi and District Mayor Li Ping, Sue Kench, KWM Global Chief Executive and Liu Yanling, Chairman of KWM China Management Committee attended the event. Heads of relevant departments of Wuxi City and Binhu District governments and CPC Committees, and nearly 100 partners across the KWM global network were also present.
“As strategic development resources and a core element of competitiveness, IP makes innovation competitive and industries strong!” Since Wuxi was selected as a key city for the construction of the IP operation service system, it has been improving the IP operation ecosystem and service chain and achieved remarkable results, said Lei Xiaoyun. Wuxi is expected to further integrate the superior resources of the industrial and innovation chains, establish and improve the management and operation mechanism and the coordinated IP operation mechanism of the operation centre, speed up the promotion of the IP operation service system into a new stage that features effective application, synergy and upgraded development, and effectively transform the potential energy of operation services into new momentum for development.

The newly launched semiconductor industry IP operation centre is the first CNIPA-approved industrial IP operation centre in Jiangsu. It is jointly built by the KWM YRD IP Centre and Binhu District, Wuxi, with the participation of semiconductor enterprises, financial institutions and industrial investment funds. The centre will focus on “innovation guidance, asset operation, capital boosting and industrial integration”, expedite the creation, output and industrial application of high-value patent projects in the semiconductor industry, and provide strong support for the innovation and development of the semiconductor industry in Wuxi and even Jiangsu.

“We hope to build KWM’s full-business chain IP services through the KWM YRD IP Centre, focusing on Wuxi and expanding into the entire YRD region. We will make professional efforts and contributions to strengthen the application of IP, promote the commercialisation of advanced scientific and technological achievements, and serve the national IP strategy,” noted Wang Junfeng.
The KWM YRD IP Centre, a comprehensive IP service platform established by KWM in Wuxi, will provide a full chain of services covering IP creation, application, protection, management and services by relying on KWM’s strengths in the legal service field and its extensive network in core markets. It will contribute to the IP development and the construction of a law-based business environment in Wuxi and the YRD region, providing strong IP support for Wuxi to be fully involved in the YRD integration, fit in and serve the national innovation-driven development strategy, and drive the development and socioeconomic development of the Taihu Bay Science and Innovation Belt.
