On March 3, 2019, King & Wood Mallesons (KWM) successfully held the Inauguration Ceremony of KWM Belt & Road Center for International Cooperation and Facilitation (BRCICF) and the "Belt & Road" Forum - Opportunity and Action in Beijing. Mr. Leung Chun-ying, the vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), and more than 120 distinguished guests from state ministries and commissions, research institutes, trade associations, central SOEs and leading private enterprises attended the ceremony. Mr. Wang Junfeng, the global chairman of KWM, delivered the welcome speech. Ms. Huang Jianwen, the director-in-chief of BRCICF and a partner of KWM hosted the ceremony and the forum.

Mr. Leung Chun-ying, the vice-chairman of the CPPCC and the former chief executive of the Hong Kong SAR, offered his congratulations for the establishment of BRCICF. He noted that the Belt & Road Initiative in its essence is to promote the international cooperation, and the basis of the international cooperation is understanding. As such, the global interconnectivity requires a thorough mutual understanding between different countries because different nations vary in terms of history, culture, ideology, mindset, behavioral trait and social and economic development phase. As the Chinese proverb says, a journey of a thousand miles begins with a single step. Nowadays, the implementation of the Belt & Road Initiative not only presents an opportunity for Chinese law firms, but also needs the strong support from Chinese legal practitioners. Further, the Belt & Road Initiative is an opportunity which the Chinese law firms should seize to contribute to the country and people. To make our outbound journey stable and far-reaching, we must operate in compliance with local laws and regulations in host countries and resort to legal means to safeguard our legitimate rights and interests. Therefore, it is significant and necessary to develop and strengthen our international legal professional teams overseas.

Subsequently, Mr. Leung Chun-ying; Mr. Kong Dan, the former chairman of CITIC Group and the president of CITIC Foundation for Reform and Development Studies; Mr. Qi Bin, the executive vice president of China Investment Corporation (CIC); Mr. Zhou Yuansheng, the director of the Department of Lawyers and Public Notary at the Ministry of Justice; Mr. Liu Jianxing, the deputy director of the International Cooperation Center of National Development and Reform Commission (ICC-NDRC); Mr. Miao Lin, the party committee secretary of the Beijing Municipal Bureau of Justice; Mr. Wang Zhenmin, the president of Tsinghua University Institute for State Governance and a professor of law in Tsinghua University School of Law; Mr. Wang Junfeng, the global chairman of KWM; and Ms. Huang Jianwen, the director-in-chief of BRCICF, jointly unveiled the nameplate of KWM Belt & Road Center for International Cooperation and Facilitation.

After the Inauguration Ceremony, BRCICF held the "Belt & Road" Forum - Opportunity and Action. The theme of the forum is to explore the opportunities, future developments and actions brought by the Belt & Road Initiative. The distinguished guests shared their practical experiences from the Belt & Road projects in relevant countries and regions and discussed the legal environments and risks in front of the enterprises.
