On 27 July 2023, King & Wood Mallesons (KWM) officially inaugurated its office in Changchun, the capital of Jilin Province in Northeast China. The opening ceremony of the 17th office of KWM in China coincided with Changchun Intelligent Legal-Service District 1st Anniversary and “Smart Innovation, Safeguarded by the Rule of Law” forum. Hua Jingbin, Secretary of the Party Working Committee and Director of the Management Committee of Changchun New Area, Wang Chengwei, Director of Changchun Municipal Bureau of Justice, Wang Junfeng, KWM Global Chairman, Liu Yanling, Secretary of the Party Committee and Chairman of China Management Committee of KWM, Partner Tang Yiyun, and other esteemed representatives jointly unveiled the plaque for the Changchun office.
Wang Junfeng delivered a speech at the opening ceremony. Over 180 representatives from local government authorities of Jilin Province and Changchun City as well as universities, legal service providers, enterprises, and research institutes from both the region and other areas attended the ceremony and the forum.

China has been vigorously implementing the strategy of revitalisation of Northeast China in recent years. Notably, the national Changchun New Area has initially established a modern industrial system supported by advanced manufacturing, biomedicine, aerospace and other strategic emerging industries. KWM has been active in the legal services market in the northeast region for years and advised on many high-profile matters in the region. Leveraging the firm’s extensive experience, the Changchun office will promote positive interactions between the industries and the legal services and finance sectors in key areas such as restructuring and mergers and acquisitions of state-owned enterprises, dispute resolution, and intellectual property. The office is committed to serving the continued optimisation of the business environment in Northeast China under the rule of law and contributing to the region’s high-quality economic development. At the forum, Liu Yanling, Cai Lidong, Vice President of Jilin University, and Peng Chengxin, Dean of Koguan School of Law, Shanghai Jiao Tong University, delivered insightful speeches on innovation and the rule of law. KWM partners Qin Yugong, Zhu Nongfan, and Benjamin Bai also shared their expertise on creating new highlands for technology conversion and industrial upgrading and engaged in panel discussions with enterprise representatives. The forum and panel were moderated by Tang Yiyun and Wang Maohua, respectively.
On the same afternoon, KWM jointly hosted a special seminar with the Changchun Intelligent Legal-Service District. The seminar focused on two topics: “Commercial Dispute Resolution, Corporate Compliance, Financing and Listing” and “Strengthening Support from Local Government Industrial Guidance Funds for the Industrialisation of Intellectual Property”.
KWM partners Yu Rihong, Wu Wei, Zhang Mingyuan, Wang Fengli, and Zhu Yuanyuan shared their insights on overlap of civil and criminal in civil and commercial litigation and risk prevention, value of corporate compliance, and compliance empowering enterprises. Partners Qin Yugong, He Wei, Zhu Nongfan, and Tina Tai discussed with the guests on the benefits and business risks brought by patents in technological innovations, protection of trade secrets, intellectual property planning in listing strategies, intellectual property management and patent litigation practices.
